Philip Kiko
Phil Kiko is at home equally in the Legislative and Executive Branches. As Chief Administrative Officer for the U. S. House of Representatives under both House Speakers Nancy Pelosi (D-CA) and Paul Ryan (R-Wis), Phil managed approximately 800 employees and contractors and a $200 million budget.
Speaker Pelosi released a statement on Phil’s accomplishments as CAO.

Phil previously served as Staff Director and General Counsel to the House Select Committee on Benghazi. He also served as Chief of Staff and General Counsel to both the House Judiciary and House Administration Committees and Deputy Chief of Staff to the Science Committee. Under leadership of the Chairs, he has directed national congressional investigations and overseen hundreds of oversight hearings and committee mark-ups. While serving in the Judiciary Committee, one of the most active committees in Congress, Phil successfully shepherded more than a 100 bills through Congress that have been enacted into law, including the Patriot Act and its extensions, the Voting Rights Act, Violence Against Women Act, Children’s Protection Act, Bankruptcy Reform, and legislation protecting intellectual property rights, to name a few.
Phil worked in the Executive Branch where he was responsible for budget formulation and management at the Interior Department and served in the Office for Civil Rights in the Department of Education. Phil also represented many clients in the private sector as well.
He was vice chair of a lobbying firm and worked for four years at a law firm representing clients before Congress, where he successfully represented large international corporations.
